Can you lock down a Filter and/or get notified if modified

I am trying to figure out a way to create some common filters for others to use, but I don't want them to be able to modify the filters. If I make the filter private then they can't see it, but if I make it public they can make changes to it.

I have accomplished this on some tasks, by setting up a (Trigger / Edit Task / BEFORE Trigger ) script that will throw an exception if certain parameters are not met. Is there a way to do something similar to a Filter??

I am currently running TS 3.5.12 and will be upgrading soon, so if it is available in one version but not another please let me know.

Hello.
You try to make the access controll setting my filter configurations. It is not good idea.
Filters should be open for all users, but Tasks should be open only for participated users. Such configuration is made by ACL settings.
What I recommend you.
1. Upgdate TS to 5 version.
2. Send us the your backup with your explation about your problems.

BTW. We have not supported version 3 since 2010 year.
